Did The CONstitutional "Expert" misread the Federal Constitution?

Pakar perlembagaan, Dr Abdul Aziz Bari (gambar) berkata, titah Yang di-Pertuan Agong adalah
terhad dan pemerintah tidak berkuasa seperti Nabi Muhammad untuk menentukan undang-undang
Islam.
Abdul Aziz berkata, Malaysia tidak mempunyai ketua agama kerana Agong hanya
ketua agama di negeri asalnya dan tidak terpakai bagi negeri
seperti Kuala Lumpur, Labuan, Putrajaya, Melaka, Pulau Pinang,
Sabah dan Sarawak yang tidak mempunyai Sultan. "Kenyataan yang
dibuat oleh Agong dalam isu kalimah Allah minggu lalu tidak mempunyai kesan kepada
bukan Islam yang menetap di negeri berkenaan," kata bekas pensyarah UIA itu dalam satu kenyataan hari ini.
Beliau berkata, Majlis Raja-Raja adalah platform terbaik untuk mewakili pemerintah dalam isu
agama namun bukan semua sultan sependapat dengan Agong dan Sultan Selangor dalam isu
kalimah Allah. Abdul Aziz berkata, resolusi yang dibuat oleh Majlis Fatwa Kebangsaan pada 1986
seperti yang dititah oleh Agong juga tidak terpakai daripada sudut perundangan. "Ia tidak sah
daripada sudut perundangan," katanya. More crap here

Why don't we all read the Federal Constitution...just to see if this expert has read it correctly

Article 3.
(1) islam is the religion of the Federation; but other religions may be practised in peace and harmony 
in any part of the Federation.
(2) in every State other than States not having a Ruler the position of the Ruler as the head of
the religion of islam in his State in the manner and to the extent acknowledged and declared
 by the Constitution of that State, and, subject to that Constitution, all rights, privileges, prerogatives
and powers enjoyed by him as head of that religion, are unaffected and unimpaired; but in any acts,
observances or ceremonies with respect to which the Conference of Rulers has agreed that they
should extend to the Federation as a whole each of the other Rulers shall in his capacity of head
of the religion of islam authorize the yang di-pertuan Agong to represent him.
(3) the Constitution of the States of Malacca, penang, Sabah and Sarawak shall each
make provision for conferring on the yang di-pertuan Agong the position of head of the
religion of islam in that State (4) nothing in this Article derogates from any other provision of
this Constitution.
(5) notwithstanding anything in this Constitution the yang di-pertuan Agong shall be the head
of the religion of islam in the Federal territories of Kuala Lumpur, Labuan and putrajaya; 
and for this purpose parliament may by law make provisions for regulating islamic religious affairs
and for constituting a Council to advise the yang di-pertuan Agong in matters relating to the religion

I wonder if the respective states without Sultans have done so in their respective Constitutions....
could Aziz Bari be referring to that? Anyone with the info feel free to send it a comment....malam ini 
saya malas mau korek korek....

Apart from that wonder what Aziz Bari thinks of Article 75
Inconsistencies between federal and State laws
75. if any State law is inconsistent with a federal law, the federal law shall prevail and the State
law shall, to the extent of the inconsistency, be void.
Or what about this

Article 71 Federal guarantee of State Constitutions
(3) if it appears to parliament that in any State any provision of this Constitution or of
the Constitution of that State is being habitually disregarded, parliament may 
notwithstanding anything in this Constitution, by law make provision for securing
compliance with those provisions

Let's hear what the experts say then.....

On another note ada sebijik lagi benda pelik bin ajaib.......the comment by Aziz with regards to 
the position of other Sultans on this matter?

Beliau berkata, Majlis Raja-Raja adalah platform terbaik untuk mewakili
pemerintah dalam isu agama namun  bukan semua sultan sependapat dengan Agong dan Sultan Selangor dalam isu kalimah Allah.

Gua pun nak pergi tanya sama Sultan2 yang mana sokong yang mana tidak?

Tak pelik ke pakcik....its as if they were forced to sign the respective state enactments banning the 
word?

Did any of the state enactments pass without their signature?

I wonder......
