Seluar londeh semakin dilarang di AS

ATLANTA, Georgia 29 Ogos - Langkah untuk menguatkuasakan larangan penggunaan seluar londeh atau sebarang fesyen pakaian yang mendedahkan pakaian dalam di kawasan awam kini semakin meningkat di Amerika Syarikat (AS).

Terbaru, penduduk di Atlanta, Georgia pula menimbang untuk mengenakan larangan berkenaan, sekali gus menimbulkan perselisihan pendapat antara golongan tua yang menyokong dan golongan muda yang menentangnya.

Menurut ahli Majlis Perbandaran, C.T. Martin yang juga Timbalan Pengerusi Jawatankuasa Pentadbiran Undang-Undang dan Keselamatan Awam, injunksinya itu ditujukan kepada mereka yang gemar memakai seluar londeh yang terlalu jauh di bawah paras pusat hingga menampakkan seluar dalam, terutamanya seluar dalam jenis boxer yang dianggap sebagai trend terkini.

Ordinan itu yang mengenakan denda ke atas mereka yang melanggarnya, juga melarang wanita daripada mendedahkan tali seluar dalam mereka.

Penggunaan seluar londeh seumpama itu, telahpun diharamkan di selatan bandar Delcambre, Louisiana yang mengenakan denda AS$500 (RM1,700) atau sehingga enam bulan penjara.

Female civil servants in eastern China have been banned from wearing sexy clothes and told not to use "dirty" language in the office.

Women have been asked to refrain from wearing revealing tops and leggings as well as too much jewellery at work, state media report.

They should "dress in a serious, proper, simple and natural way".

The regulations are the first of their kind in the country, says the partly state-owned China News Service.

The clothes must not be "avant-garde and ostentatious", the regulations announced by the Zhejiang provincial archives bureau say.

Nor should they be "too thin and tight or showing the under-garments".

'Elegant'

The report also recommended women should adopt manners in line with their professional positions.

"They should use elegant language, avoid rude words and must not in any case use dirty or strange words," it said.

"When they receive guests or speak on the phone, they must say 'please' and 'thank you'," the report said.

"When they are dealing with people outside the office, they must be mindful of the government's image and their personal images."

Wu Ling, director of the women's commission of the bureau, said her office formulated the rules because more than 70 workers in the bureau's 90-strong office were women.

"The reason why we see dressing as a priority is because it is the first impression that people get from the female civil servants," she said.

KOTA BARU: Majlis Perbandaran Kota Baru (MPKB) akan bertindak tegas terhadap pekerja wanita yang memakai pakaian yang disifatkan oleh majlis itu sebagai kurang sopan di premis perniagaan di bandar itu.

Pakaian yang diiktiraf sebagai tidak sopan oleh MPKB termasuk blaus atau seluar yang ketat dan skirt singkat.

Mengikut undang-undang kecil majlis itu, mereka yang berpakaian tidak sopan atau seksi boleh didenda sehingga RM500.

Menurut pegawai perhubungan awam MPKB, Mohd Azman Daham, pihaknya telah menerima banyak aduan daripada orang ramai mengenai pekerja wanita yang berpakaian demikian bekerja di premis perniagaan dan restoran sebagai strategi menarik pelanggan.

"Perlu diingatkan bahawa bukan sahaja pekerja yang berpakaian seksi boleh didenda, malah tuan punya premis juga boleh dikenakan tindakan mengikut peraturan kami," katanya.

Mohd Azman berkata pakaian yang menjolok mata tidak dibenarkan di kawasan tadbiran MPKB kerana ia boleh mencemar nama baik Kota Baru sebagai sebuah bandaraya berstatus Islam.

Antara aduan yang diterima termasuk wanita memakai baju T yang mendedahkan pangkal dada, wanita memakai blaus atau baju T singkat yang menampakkan pusat dan mereka yang memakai seluar jeans yang mendedahkan bahagian atas punggung.

MPKB, katanya, akan meningkatkan penguatkuasaan bagi kesalahan ini di semua kawasan bawah pentadbirannya.

Bagi mengelak salah faham, katanya, kod berpakaian yang diterima bagi wanita Islam di kawasan MPKB adalah berpakaian labuh menutup aurat dan bertudung, sementara bagi bukan Islam pula, pakaian mestilah menunjukkan kesopanan.

Blaus dan seluar ketat, katanya, tidak termasuk dalam kod pakaian yang boleh diterima, walaupun untuk wanita bukan Islam.

Sebelum ini, katanya, walaupun undang-undang kecil itu memang telah wujud, ia tidak dikuatkuasakan sepenuhnya.

Fokus, katanya, akan diberikan di beberapa kawasan tertentu termasuk di Taman Hijau, Taman Uda dan Taman Tengku Anis, serta beberapa kompleks membeli belah.

KOTA BARU: Datuk Nik Abdul Aziz Nik Mat hari ini mempertahankan tindakan Majlis Perbandaran Kota Baru (MPKB) untuk menguatkuasakan sepenuhnya undang-undang kecilnya yang menegah wanita berpakaian tidak sopan daripada bekerja di premis perniagaan di kawasan tadbirannya.

Tindakan MPKB mengenakan denda RM500 terhadap wanita yang berpakaian sedemikian, menurut Menteri Besar Kelantan itu, memang satu tindakan tepat kerana mereka sepatutnya menghormati budaya dan nilai keagamaan yang diamalkan di Kelantan.

"Seseorang wanita yang memakai pakaian tidak senonoh sebenarnya tidak menghormati dirinya sendiri, jadi bagaimanakah orang lelaki akan menghormati mereka?

"Kedudukan moralnya juga nipis. Mengapakah orang menyimpan wang mereka di dalam dompet? Kerana wang adalah sesuatu yang bernilai tinggi, seperti juga maruah wanita. Jadi seseorang wanita sepatutnya berpakaian sopan untuk menjaga maruahnya," kata Nik Aziz.

Katanya telah menjadi norma dan sifat semula jadi lelaki akan mudah tergoda apabila melihat wanita berpakaian seksi dan menjolok mata.

"Ini sebenarnya bukan satu undang-undang yang khusus bagi MPKB sahaja. Ia adalah peraturan bertepatan dengan Islam jadi ia tidak patut diperkecil dan dipersoalkan," tegasnya lagi.

Bercakap kepada pemberita selepas menghadiri satu majlis rasmi di Grand Riverview Hotel di sini, Nik Aziz berkata, wanita bebas berpakaian sesuka hati mereka ketika berada di rumah sendiri, tetapi perlu menepati tuntutan Islam agar berpakaian sopan di khalayak ramai.

Katanya, sudah sampai masanya bagi MPKB menguatkuasakan peraturan itu kerana setelah sekian lama menjalankan kempen dan program bagi menyedarkan wanita mengenai perkara itu, masih ramai yang terus berdegil.

Pakaian yang disifatkan tidak sopan dan bertentangan dengan undang-undang kecil MPKB itu termasuk blaus dan seluar ketat, skirt singkat, balus dan baju-T yang menampakkan pusat, seluar jeans yang mendedahkan bahagian atas punggung bagi wanita bukan Islam.

Bagi wanita Islam pula, pakaian mestilah yang menutup aurat dan labuh hingga menutup buku lali dan bertudung.

Selain mendenda wanita yang berpakaian tidak sopan, MPKB juga mengumumkan bahawa majikan mereka juga boleh dikenakan tindakan kerana membenarkan pekerja mereka melanggar kod etika berpakaian, termasuk menarik balik permit perniagaan bagi mereka yang degil.

KUALA LUMPUR: The latest dress code ruling in Kelantan is disrespectful and undermines women's capabilities.

Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil said she is appalled at the no sexy clothes ruling in Kelantan.

The state government, she said, should instead focus on how it can help the development of women instead of concentrating on flimsy issues such as dress codes.

"Why are they focusing on dressing issues when they should be thinking about how they can help women in Kelantan excel and develop fur ther, both in education and entrepreneurship?" she told The Star at the Parliament lobby Tuesday in commenting on its front-page report.

The Kota Baru Municipal Council had warned that both Muslim and non-Muslim women working in retail out lets and restaurants in Kelantan should take note of their dress ing or risk being fined.

The council said it would be conducting spot checks and women who flouted its guidelines could be fined up to RM500, Several women's organisations reacted with outrage.

Shahrizat said creating such a ruling will in the end back-fire on the Kelantan government.

"In the end, Kelantanese women will object to it," she warned.

"It is so disrespectful to the women there. The ruling makes it seem like women cannot decide for themselves what they should or should not wear and need the government to help them decide.

"It just goes to show what kind of government they are."

KUALA LUMPUR, Malaysia, March 11--Malaysia's federal government has criticized Kelantan state's hardline Islamic administration for proposing a strict dress code for non-Muslim women, AFP reported.
The dress code, put forward by the municipal council of Kota Baru, the capital of the state--one of only 13 in Malaysia ruled by the opposition Islamic Party--would force non-Muslim women to don long skirts and loose, long-sleeved blouses.

The proposal came earlier this week after complaints over skimpily-dressed promotion women working in supermarkets.

The Islamic Party's spiritual leader Nik Aziz Nik Mat, who is also Kelantan's chief minister, said the dress code would help reduce sex crimes in the state.

But Culture, Arts and Heritage Minister Rais Yatim said the proposal was "outrageous" and would violate the rights of non-Muslim women, according to the New Straits Times.
The Kelantan government can dictate the dress code of civil servants under its jurisdiction but has no right to tell others what to wear, he said.
It has also come under fire from non-Muslim and women groups.
The Malaysian Chinese Association, a key pillar in the ruling coalition, slammed the Islamic Party for being out of touch with reality.


"Doesn't he (Nik Aziz) realize that most sex crime victims are fully dressed from head to toe and some of them are children? Someone with that kind of mindset on gender issues is an obstacle to the progress of women," said the association's women's wing chief Ng Yen Yen.

Muslim Malays make up some 55 percent of Malaysia's 25 million population, with Chinese accounting for 25 percent and Indians 7.5 percent.

It was thumped by the ruling coalition in last year's general elections, in which it lost power in neighboring state of Terengganu but kept its hold on Kelantan with a slim majority
